When Joseph and Mary brought the infant Jesus back from Egypt they went to live in Nazareth rather than Bethlehem in order to avoid Herod Archelaus. (Matthew 2: 22) He was called an ethnarch, as on this coin, rather than a king. He was so bad that Rome had to depose and exile him.
